Climate Conference in Copenhagen - How ICI-projects contribute to the negotiation process

The projects of the International Climate Initiative (ICI) support the negotiation process manifoldly. They contribute in paving the way to a post-2012 agreement and its implementation. Many ICI-projects demonstrate that climate protection and adaptation to climate change are technically possible and economically viable. The projects enhance innovations that are crucial steps to a resilient and low carbon economy. Using the revenues of the sale of CO2 emission certificates for investing in developing countries, the ICI is itself an example for an innovative financing mechanism for climate protection and for fast start finance.

The ICI benefits from its projects as a learning field. Solutions which are necessary for the concrete and practical implementation of the climate regime are developed. Thus, for example, methods to monitor the impact of climate protection measures and to make them measurable, reportable and verifiable (MRV) are elaborated. Options for designing a future REDD-regime are another learning field. 

Moreover, several projects are directly linked to the preparations of COPs. Negotiation trainings, support measures for the development of national or regional negotiation positions and networking activities support the partner countries in strengthening their personnel and institutional capacities.

Preparatory Workshops for Negotiators from Developing Countries on the UNFCCC Bali Road Map

The project aims at assisting the UNFCCC Parties in developing and/or refining their national and, wherever possible, regional and sub-regional policy positions with regard to specific building blocks of the Bali Road Map and particular agenda items of UNFCCC COP14/CMP4 and COP15/CMP5. Target groups are government officials and lead negotiators under UNFCCC.

PREVENT - Providing Support to Delegations from Least Developed Countries (LDCs) and Small Island Developing States (SIDS) for the Post-2012 Negotiations

The purpose of the project is to provide analytical and scientific support to delegations from the LDCs and SIDS in the course of the post-2012 climate negotiations. For this purpose, briefing papers and analyses are being prepared when requested by delegations, supported by a specially adapted user-friendly computer model that helps to rapidly capture the links between greenhouse gas reductions or warming scenarios and climate change impacts for specific regions in developing countries.

Climate Protection and Renewable Energies as an Opportunity for Technology and Knowledge Transfer to Benefit the Economy, Political Sphere and Civil Society in Eastern Europe, the Caucasus and Central Asia

This project aims to develop capacity building with more than 30 NGOs, local and national authorities and economic stakeholders. This will in turn help develop sustainable energy solutions for rural areas and promote knowledge transfer, and thus support both national and international climate negotiations as well as the reform of the energy sector. Besides the implementation of country-specific workshops on solar power and energy efficiency an important focal point is the provision of support in drafting position papers for climate policy conferences on the post-Kyoto process - currently the UNFCCC/COP15.

Climate Economics - China

This project will provide support for the bilateral working group on the implementation of the Sino-German agreement, cemented in a 2009 MoU, to combat climate change and switch to a low-carbon economy. The support will comprise, inter alia, establishing a liaison office in Beijing, technical preparation for and debriefing from the annual working group meetings and more frequent smaller group meetings, proposals for process design, organising workshops/ round tables etc. and help with preparing follow-up agreements for Sino-German cooperation.

Developing Climate Policy Capacity within the South African Department of Environmental Affairs and Tourism (DEAT)

The aim of this project is to support DEAT in its climate policy capacity building as well as in policy-making and implementation. It will cover the preparation for international climate negotiations (especially post-UNFCCC/COP15), emissions reduction analyses, sectoral policy implementation and adaptation measures.

Strengthening National Climate Policy and Strategies for Adapting to Climate Change - Mali

Mali's national climate adaptation plan submitted at the Conference of the Parties in Bali in December 2007 does not satisfactorily address the opportunities and challenges inherent in the current climate situation. The lack of innovation demonstrated in this approach results from a national lack of human resources, an absence of key basic information and low levels of knowledge and experience in terms of implementing international climate instruments. Therefore, this project aims to lay the foundations for a coherent Malian climate policy by building long-term capacities.
