Beyond Stand Alone Projects
One key strategic issue is to strengthen ties between ICI projects in order to establish an exchange of experience and thus a learning process. To this end, the German Federal Environment Ministry organised two Workshops on Climate Finance and Carbon Finance in November 2009.
Those two workshops addressed the issue of how private resources can be mobilised for climate protection, including through public funding. Additionally, discussions focussed on shaping the global carbon market. These discussions with experts from various ICI projects and institutions involved, particularly from the finance sector, addressed the framework conditions and interventions necessary for upscaling innovative solutions with private financing and at the same time securing the sustainability of these investments. Proposals made included ways to overcome market failures and covered the full range from microfinancing to attracting institutional investors.
Discussions on the development of the carbon market were dominated by the question of how the carbon market could grow and how private resources could be attracted while ensuring the high quality and sustainability of project activities. Great importance was attached to the programmatic CDM and sectoral approaches for future development. The fundamental necessity of interplay between the public and private sector in setting frameworks and developing methods and new approaches was stressed.
